Analysis of the inclusion of sustainable mobility into master plans of Brazilian cities

Abstract

Over the past few years, several Brazilian cities have had the opportunity to change the urban mobility guidelines by reviewing their main planning tool − the master plan. Thus, the objective of this study was to evaluate the advances made by Brazilian city halls regarding the inclusion of sustainable mobility in the revision of their master plans. The plans of Praia Grande, Santo André and São Carlos were analysed in view of the principles of transit-oriented development, one of the main approaches to sustainable mobility. The main proposals were the promotion of neighbourhood central districts and of mixed land uses, as a way of reducing the need for commuting, and the population densification around public transport routes. The results of the study provide data useful to municipalities that wish to incorporate proposals for the improvement of urban mobility into the revision of their master plans.
