Abstract
Increasing deregulation will force attention upon the problems of achieving consumer satisfaction in industries that are not regulated. This article examines the problems of regulating performance in a public service domain of growing interest to marketers — health care. Hirschman's concept of loose monopolies is found to be useful in explaining existing control problems in medical practice and in pointing the way for near-term improvements.
