Abstract

Abstract Minority governments are not numerous in France given the use of the majority voting system and the domination of the presidential elections on domestic politics. Yet, such a situation did occur during a full parliamentary term in 1988–1993. This experience indicates that Premier ministers can use a diversity of institutional and political tools to be able to govern in such exceptional circumstances. In addition, the election of a new president has occasionally been followed by a one-month period of minority government, illustrating further the president’s domination over the political system.
