Abstract
The article is devoted to the scientific and methodological justification of a special regime for restoring and stimulating the development of territories affected by armed aggression against Ukraine. In the context of war, the infrastructure of Ukraine is destroyed, and in some cases, it's destroyed. So, for scientists, the question arises of developing its economic complex, namely, developing effective programs for restoring and stimulating the development of territories. The introduction of a special regime for restoring and stimulating the development of territories is considered a tool for the development of the territory, the purpose of which is to create conditions for ensuring its Sustainable Development. It is proved that a special regime for restoring and stimulating the development of territories is used, first of all, to attract domestic and foreign investment, obtain the latest technologies, create highly profitable innovative enterprises, transport, and social infrastructure, etc., which in turn contributes not only to the economic development of the territory but also to improving the level and quality of life of its population. Under the special regime for restoring and stimulating the development of territories, the authors understand the socio-economic space, which is an economic system, the development of which is interdependent by links between nature, society, and economic relations, between business entities, on which military operations took place, which led to the destruction and/or damage to its infrastructure, which led to adverse socio-economic and/or environmental consequences, and on which a special regime of investment activity is introduced to restore and develop it.The purpose of introducing a regime of restoration and stimulating the development of territories can be to attract investment for the restoration and development of infrastructure damaged as a result of military aggression and ensure sustainable development not only of the territory where this regime is applied but also as a tool for the development of the national economy as a whole.
