Abstract
The article notes that the 2020th year amendments to the Constitution of the Russian Federation introduced the possibility of creating federal territories in Russia. There is not still a conceptual understanding of the nature and features of these elements of the territorial structure neither in legal science nor in state-political practice. Despite this, the fi rst federal territory Sirius has already been created in Russia in December 2020 (hereinafter - FT Sirius), the legislation on which is now being actively formed. In this regard, the author aims to study, on the basis of an analysis of the current legislation, the identifi cation of the place of the public authorities of FT Sirius in the public power system.There is insufficient clarity in the provisions of the legislation on the FT Sirius and the resulting various interpretations of the nature of its bodies in legal science. By means of systematic interpretation of the provisions of the Constitution of the Russian Federation, the Federal Law «On the Federal Territory of Sirius» and the Federal Law «On the State Council of the Russian Federation,» the author concludes that the public authorities of FT Sirius are other state bodies in the public power system. Based on the analysis of the provisions of the legislation on Sirius FT, elements of the participation of federal state bodies and officials of the Russian Federation in the formation and termination of the powers of bodies and officials of Sirius FT were identified. It was concluded that the system of public authorities of FT Sirius is influenced by the President of the Russian Federation and the Government of the Russian Federation, while being largely autonomous from the system of federal state bodies.
