Evaluation of the Implementation of Compensatory Reforestation on the Example of the Irkutsk Region

Abstract

In 2018 year within the framework of the national project «Ecology», developed in accordance with the Decree of the President of the Russian Federation dated May 7, 2018 No. 204 «On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024», the federal project «Forest Conservation» was launched. Its main purpose was to ensure a balance of deforestation and reproduction of forests in the ratio of 100 % by 2024. The purpose of the study was to assess and identify regional problems in the implementation of compensatory reforestation on the example of the Irkutsk region. The results of the implementation of the regional project «Preservation of Forests», the introduction of amendments to the regulatory framework in the field of forest restoration on the example of the Irkutsk region were presented, the analysis of the collected data was carried out. We used methods of analysis, comparison, and statistical processing of information. The study showed the need to modernize and expand the regional forest nursery, recommendations to solve problems in the field of implementation of compensatory reforestation were proposed. The work used the reporting data of the MLK of the Irkutsk region, such forms as 1-LH, 1-VL and 1-IL, as well as regulatory and legal sources related to the issues of compensatory reforestation.
