A system of indicators of digital transformation of the Russian Federation

Abstract

Subject. The article provides a comprehensive description of domestic approaches to and methods for building a system of indicators of digital development in Russia, an analysis of methods for calculating indicators of digitalization of the country, the subjects of the Russian Federation, and the key industries, based on growth targets from the standpoint of principles and methodology of statistical research. Objectives. The focus is on reviewing the principles of creating a system of digital development indicators; analyzing the system of initial indicators of domestic digital development indices; studying the methods for assessing the digital transformation of Russia. Methods. The paper draws on methods of systems approach, comparative analysis of methods for collecting, systematizing and processing data, used in domestic studies on digital development indices. Results. I review the methods for calculating domestic digital development indices in Russia and regions; determining the specifics of the index calculation methodology; formulating the principles for building a system of indicators for calculating the digitalization indices from the standpoint of the formulated principles. The findings can be used in further research in the field of comparative assessment of the digital development of Russia and its regions. Conclusions. The disadvantage of the research approaches is the lack of quantitative targets for digital development in general, and for individual industries and areas, in particular. The building of the system of indicators meets the scientific principles of quantitative assessment of socio-economic phenomena.
