Abstract
Subject. This article discusses the issue of determining the subsistence minimum, as well as the variety of approaches to assessing the poverty rate. The article considers the Samara Oblast as a case study.
Objectives. The article aims to develop recommendations for reducing poverty.
Methods. For the study, I used dynamic, structural, and comparative analyses, as well as the SWOT and PEST analyses methods.
Results. The article finds that the Samara Oblast is characterized by a high poverty rate among single-parent families, as well as a significant percentage of poor and extremely poor living in rural settlements. The transition to a subjective concept of poverty measurement can help reduce poverty in the Samara Oblast.
Conclusions. The results of the study can be taken into account when developing regional programmes for overcoming poverty.
