Statutory regulation of keeping medical records in the healthcare of the Russian Federation

Abstract

In the conditions of rapid digitalization in the healthcare system, legal regulation of the transition to electronic medical document management at the state level is an important mechanism. However, an analysis of the current legislation revealed the need to regulate the organization of the proper storage of archival medical documents. Moreover, in the context of the development of a medical information system (MIS), it is essential to realize that its effective functioning and successful integration into medical activities require not only technical solutions, but also an appropriate legislative and regulatory framework. In addition to the MIS creation and implementation, it is necessary to pay due attention to the improvement of legal and regulatory documents that govern the procedure for working with documents in a mixed workflow. Thus, the transitional stage from paper carriers to electronic documents will inevitably become the reason for the emergence of new legal acts in the field of ensuring long-term preservation and timely deletion of data by means of a medical information system used in a medical organization.
