Carroll is Professor Emeritus in History at the University of Manitoba, and he has held visiting professorships at Boston College, the University of St. Thomas, and University College Dublin. He is the author of several books, including A Good and Wise Measure: the Search for the Canadian-American Boundary, 1783-1842 (University of Toronto Press, 2001).

Abstract

The American Civil War had serious international repercussions, particularly in Great Britain. Although the British Government hoped to remain neutral, the Trent affair in 1861 and discussions by Cabinet members to offer mediation in 1862 threatened to bring Britain into the conflict. Caution and forbearance on both sides prevented events from slipping out of control, but the circumstances were threatening.
