Abstract
China, experiencing an unprecedented growth in transportation development, has been building toll highways since the early 1990s. The enclosed toll system in China provides an opportunity for toll data to be used for monitoring mobility performance. However, quality control of such toll data is challenging. The toll data from the Jingshen Expressway in China were analyzed and assessed for evaluation of mobility performance. Quality control criteria were developed to eliminate erroneous data and off-network stops. The mobility performance measures, namely, the travel time index, congestion duration, and planning time index, were calculated for the Jingshen Expressway network. The research shows that toll data, which are essentially origin and destination (O-D) data, can be used for overall evaluation of mobility performance with sufficient quality control. However, a limitation is that the toll data are based on O-Ds. Mobility performance was assumed to be consistent within an adjacent O-D. The research team suggests that toll data combined with spot speeds from other data sources, such as fixed-point sensors or surveillance cameras, be used for detailed mobility monitoring.
