Abstract
Introduction Nearly six years ago British shipowners got together with the seafarers' unions and the government to launch a joint programme. They named it “Sealife”. Its aim was and is to help shipping companies to recruit and hold on to the ratings and officers they need to man their ships. It has turned out to be, at least, an interesting exercise in the consultative reform of an industry's manpower practices and it is far from finished.
