Abstract

Redevelopment of brownfield land has been identified as an essential component to the achievement of sustainable urban regeneration. However, in some cases, brownfield redevelopment has been characterised by a lack of long-term consideration of impacts, as well as the failure to holistically examine the environmental, economic and social issues, which form the basis of sustainability. It is therefore important to develop and implement a new approach that can be used to address and monitorcc sustainability throughout the life cycle of land-use, thus addressing the intergenerational principle of sustainable development. This paper describes a new Redevelopment Assessment Framework that will enable the use of sustainability indicators to monitor holistically the long-term sustainability of brownfield redevelopments. The framework's key characteristics are that it is dynamic in nature, allowing for sustainability monitoring through the land-use life cycle of a brownfield project, as well as being participatory and transparent as a process. The framework incorporates consideration of the risk perception and risk communication issues that are typical of brownfield projects. By design, the new framework is aimed at developing site-specific indicators within the overall context of the existing monitoring and planning processes that brownfield redevelopment projects are required to undergo.
