Abstract

The Health and Safety at Work etc. Act 1974 covers all workplaces in the UK. The UK Health and Safety Executive (HSE) – an arms-length government body set up as a result of the act – works independently from government in carrying out work as a prosecuting authority and a regulator. This paper describes an investigation by the HSE following the collapse of a scaffold on a construction site.
