Abstract
In September 1987 Douglas Hurd and John Patten held a 'first principles' discussion about the nature of punishment, resulting ten months later in the Green Paper 'Punishment, Custody and the Community' which they claim is radical and visionary, capable of transforming the face of criminal justice. Is it merely re-heated mutton stew dressed as new season lamb? Is it a dangerous, unjustified exercise in net widening? John Patten spoke to Probation Journal on August 2nd.
