Abstract
This paper explores the possible need for changes to illumination measurement and design on the basis of a wider consideration of the human eye’s response to light and lighting. Following a long career in illumination research and observation I have concluded that to base so much on foveal response must be wrong. The paper makes a summary review of past research leading to the conclusion that there is a need to take account of the response of the whole retina in terms of conscious and sub-conscious sight affecting possible physiological processes. With the rapid development of the light emitting diode the need for a more comprehensive approach to illumination measurement and design is particularly important. The work concludes with some suggested research to carry the work forward.
