Abstract
As government agencies have become more proactive they have begun to conduct prospective impact evaluation studies. Laboratory experimentation is an appropriate method for such studies. The authors discuss relevant issues and normative values to be considered in developing and evaluating such research in a public policy setting. An explication of the model in a policy case is presented.
