Abstract
Nonprofit housing developers are taking on greater importance in U.S. housing policy. This study reports the findings of a survey of U.S. cities regarding the ways in which local governments provide support for nonprofit developers. The findings suggest that nonprofit developers are active in all larger U.S. cities and that local governments provide financial and technical resources to them. Further, the findings suggest that the political organization of the community-based housing sector is an important factor in determining the range of support provided by local government. The article provides a typology of political and programmatic arrangements reached by nonprofit housing providers and local governments.
