Abstract
Race continues to play a critical independent role in determining urban outcomes for black Americans. Blacks remain segregated and economically disadvantaged. Their economic condition has deteriorated, with differences between races far more important than stratification among blacks. But the spatial and political containment of blacks during the last decade has reduced the effect of black populations on the economic fortunes of cities. As a result, political strategies for black advancement face severe obstacles at the present time.
