Abstract
Qualitymanagement programs are on the rise in government. Such plans are intended to improve organi zational effectiveness and the working life of employees. Despite elevated attention paid to such methods, less notice has been devoted to the role of modern unions in such ventures. In the following case study, the authors report on a successful labor managementpartnership improving agency operations and the work experiences of employees throughout the more than 800 regional and field locations of the U.S. Department of Labor.
