Abstract
Bullough describes the efforts of a small group of teacher educators to develop a program emphasizing reflectivity. To make reflectivity meaningful and useful for program development purposes, it must be grounded in a conceptual framework. In the quest to produce such a framework four questions were iden tified by the faculty. Each question is ad dressed in the article. Significant lessons learned about the program develop ment process are shared.
