Abstract
This paper draws on themes in two forthcoming books. One is the third in a trilogy with Jim Spinks entitled Beyond the Self-Managing School, in which changes in school education are placed on three `tracks', with the creation of self-managing schools being one. Activity in the years ahead will lie mainly on the other two tracks, especially in respect to an unrelenting focus on outcomes for students. The second is The Future of Schools: Lessons from the Reform of Public Education, co-authored with Don Hayward, who was Minister for Education and architect of the Schools of the Future initiative in Victoria. A policy framework for lasting reform is proposed, with 15 elements reflecting four key concepts: public, entitlement, contribution and design.
