Abstract
A policy of performance ratings for pay invites dishonesty. In search of an alternative, prototype appraisals without ratings but with performance bonuses were successfully tested under simulated conditions. Highlighted in this article, the study along with supporting arguments and trends are all aimed at influencing a change in federal law.
