Abstract
A conceptual model of the major phases and tasks involved in establishing a systematic personnel preparation program is summarized. Such programs involve seven phases of activity: (1) formulating an overall program rationale, (2) curricular planning, (3) evaluational planning, (4) administrative planning, (5) instructional planning, (6) implementation, and (7) an evaluation phase. Each phase encompasses a set of sequential tasks. The major tasks involved in the first phase, formulating a program rationale, are discussed. Examples are provided as to how the nature and scope of the rationale shapes subsequent program development.
