Abstract
In the first of two articles, the reasons for movement toward a competency-based methodology in personnel preparation teacher training programs are discussed. Characteristics ofCBTE schemes are described and evaluated, and it was found that numerous problems exist with this approach, problems which so far have been ignored by special educators. An inquiry into the differences between teaching competencies and teacher competence is analyzed.
