2. Dorothy J. O'Shea received her PhD from The Pennsylvania State University and is an adjunct assistant professor of special education at the University of Florida. She has more than 10 years of classroom and college teaching experience. O'shea is author of numemus publications and monographs addming effective instruction for exceptional students; her most ment professional activity includes the development of parent education programs for families of very young chikiren experiencing handicapping conditions.

3. Kim Stoddard, who received her MS from the University of South Florida, is a doctoral student in special education at the University ofFlorida and a varying exceptionalities teacher at J.J. Finley Elementary School in Gainesville. She is actively involved as an adjunct professor and as a cooperating teacher for special education interns. Her most recent research activity includes the investigation of alternative methods of improving reading comprehension in low achieving students.

4. W. Bee Crews received his PhD from the University of Florida and is an assistant professor of special education at Auburn University. He has more than 10 years of classroom and college teaching experience. Crews is author of numerous publications and monographs addressing problems of older students who are classified as handicapped; his most recent professional activiry includes the development of vocational and career educational programs for teachers of students with high incidence handicaps.

Abstract

The current practice of minimum competency testing (MCT) presents a number of problems for regular students and their peers with handicaps. In this research, the communication performance of students with learning disabilities and that of their regular class peers on the Florida State Student Assessment Test-II (SSAT-II) was analyzed; item performance, skill performance, and mastery scores were tabulated and compared. Also analyzed were employers' opinions about the importance of communication skills assessed on the SSAT-II; the relative importance of various skills to employers was tabulated and compared for adolescents with learning disabilities. Identified were strengths and weaknesses in basic communication skills competence and relations among these skills performances and employer opinions. In general, this group of exceptional students performed better on skills requiring literal use of communication skills and worse on skills requiring application of communication knowledge. Employers' ratings of the extent to which various skills were required on the job supported the importance of competence in these basic skills.
