Abstract
This paper describes various programmes implemented in Surabaya (Indonesia’s second largest city) to improve the environment and address poverty. These include the Social Safety Net Programme, the Urban Forum and the programmes to address air and water pollution. When combined with the long-established Kampung Improvement Programme and the city’s success within the Noble City (Adipura) award, these demonstrate the links that can be developed between improving living conditions, environmental quality and ecological sustainability. They also show the importance of the participation of all parties in the management of the city including government, the private sector, community organizations, NGOs and the university.
