1. William D. Duncombeis associate professor of public administration and senior research associate, Center for Policy Research, The Maxwell School, Syracuse University. His research on school aid design, educational costs and efficiency, demand and costs of state and local government services, budgeting, and fiscal health has appeared in numerous journals. Dr. Duncombe is coauthor of Economic Growth and Fiscal Planning: New York in the 1990s.
2. Wilson Wongis an assistant professor in the Department of Government and Public Administration, the Chinese University of Hong Kong. He received his Ph.D. in public administration from the Maxwell School, Syracuse University. His major research interests are public budgeting and finance, public management, and public policy analysis. His work has been published in Public Administration Review and Administration and Society.
