Abstract
This article examines environmental factors and alternative objectives which influence the organization of state and local government personnel agencies. Three environmental influences are considered: laws, the power of subgroups, and the expected role of the personnel agency. The effect of these influences upon the objectives, structure and function of personnel agencies is then evaluated. Finally, some adaptive techniques are suggested for personnel agencies based upon their perception of their objectives and relevant environment.
