Abstract
This article analyses the history and ideology of the Education Reform Act to understand its threat to anti-racist initiatives. It suggests an alternative view of public accountability which would assist anti-racist and wider political action. The authors are at the University of Warwick in, respectively, the Centre for Research in Ethnic Relations and the Department of Education.
