Introduction of performance indicators at the Institute of Development Studies

Abstract

Performance indicators (PI) in the present economic climate now seem to be required in a more formal way for wider use. However, more research than application seems to have been undertaken with regard to special libraries; and quality assessment is particularly difficult. The opportunity arising from a services redevelopment programme, changed management structure and new funding methodology at IDS was taken to introduce PI instruments. The objective is to monitor performance each year for accountability and to assist in local management's future planning. However due to the unique nature of the IDS, special problems were encoun tered. Based on the IDS experience, numerous principles are listed. Design of the instruments and indicators require both external independent and internal work practice orientated inputs. Agreed indicators have been implemented for a pilot year, with subsequent review and required changes, and a final evaluation to be effected twelve months later There are fourteen indicators collectively covering an overall cost/user statement, volume, cost/activity, quality assessment and re gionalisation derived from both internally and externally gen erated data.
