Abstract
This article examines the current use of private medical contracts in order to provide health care services to inmates incarcerated in state correctional facilities. The principle purpose of the article is to draw into focus several of the major ideological and organizational concerns which impact policy changes in penal medical care systems. This article considers the various levels at which change can occur in the correctional setting, and the role public and vested interest groups play in altering correctional policy.
