Abstract
There is limited information on the scale and cause of abuse of older people in residential care and nursing homes. It is reasonable to assume a significant level of abuse, given the regularity of proven abuse and investigation. This paper stresses the need for an agreement on the definition of 'abuse' so that future studies allow for comparison. Concern is expressed that the proper wish to minimise abuse may lead to procedures which discourage warm and personal care. Reference is made to the developing literature on organisational systems which encourage staff to express concerns, rather than to be afraid to report on others.
