1. Richard L. Simpson is professor of special education at the University of Kansas. He currently directs the University of Kansas Autism Teacher Training Program and is codirector of the Combined Learning Disabilities/Behavior Disorders Doctoral Training Program. He is also editor of Focus on Autistic Behavior.

2. Richard J. Whelan is acting dean of the School of Education and associate dean for graduate studies at the University of Kansas. He is also the Ralph L. Smith Distinguished Professor of Child Development as well as professor of special education and pediatrics. He is director of education for the University Affiliated Program of the University of Kansas Medical Center and is also an editor for Focus on Exceptional Children.

3. Robert H. Zabel is professor of special education at Kansas State University

Abstract

This paper focuses on preparation of teachers and related services personnel for children and youth with disabilities in the 21st century. Included are discussions of issues and factors related to the need for changes in special education personnel preparation; strategies for responding to current needs, including methods of using best practices and innovative training methods; and an Outcomes-Based Teacher Education model, including proposed knowledge and skill training outcomes. Thus, this article touches the highlights of what needs to be done to enable special education personnel preparation to meet the challenges of the future.
