Abstract
The nature, problems, and strengthening of human factors measurement are considered in this report. Eight HF problems are identified that center on the multifaceted concerns of its specialists and the divergent goals of its researchers and practitioners. Five steps are offered for overcoming these problems: (1) Development of comprehensive models of individual-system performance; (2) Development of models of group-system performance; (3) Encouragement of individual- and group-system model development, validations, and comparisons by the HFS; (4) Encouragement of reports of operational systems development with emphases on validations of laboratory results by the HFS; and (5) Encouragement of methodological studies by the HFS.
