1. Measures of Performance In 1996, the FAA developed a set of performance indicators and associated metrics for the Air Traffic Management (ATM) system. The categories for the performance indicators have been identified66as:
2. For this exercise, model inputs include the number of domestic departures per year, as well as the types of aircraft (Small, Large, and Heavy) operating at these airports, and their final destinations. These inputs were retrieved from the Bureau of Transportation Statistics T-100 Database for the year 2008. Additionally, inter-departure times were computed for each airport. Finally, information regarding the maximum capacity of a given center, aircraft transit times, and aircraft service rates were obtained from aircraft data, and are summarized in Table 7. For simplification purposes, all the centers were assigned the same capacity and service time, evaluated for Memphis Center (ZME) for En-route aircraft cruising above 20,000 ft.
