MANAGEMENT PROCESSES DIGITALIZATION FOR INTERNATIONAL SCIENTIFIC AND TECHNICAL COOPERATION DEVELOPMENT

Abstract

The article reveals the state and prospects for the development of international scientific and technical cooperation in Ukraine. It is shown that the existing gap between the Ukrainian scientific and technical community and the world can be overcome with the use of modern information tools and digital communication tools. To increase the intensity of scientific and technical communications of Ukrainian scientists with the world scientific and technical space, it is proposed to create a specialized national Internet portal. The legislative acts of Ukraine, which regulate scientific and technical activities, are analyzed in detail. It was revealed that there are certain discrepancies between the terms used in the legislative field of Ukraine and those used in the current activities of the scientific and technical community of Ukraine and the world. It was also found that the activities of not all target audiences participating in international scientific and technical cooperation were reflected in the legislative field of Ukraine. The classification of possible target audiences whose activities affect the effectiveness of international scientific and technical cooperation has been carried out. A new method of applying for a grant by Ukrainian scientists as part of international cooperation using a portal that connects all stakeholders in a single information system has been developed. It is shown that this will allow further development of new methods for identifying quantitative indicators, using which it will be possible to manage the effectiveness of international scientific and technical cooperation.
