Abstract
ResumoO termo desenvolvimento local possui uma dimensão abstrata e polissêmica, característica que resulta na pluralidade de definições científicas a seu respeito. Entretanto, é possível identificar aspectos chaves capazes de auxiliar o enquadramento de localidades como desenvolvidas, ou não. Neste contexto, o saneamento básico é um importante indicador, na medida em que os serviços de fornecimento de água e tratamento de esgoto qualificam a infraestrutura de cidades. Nesse cenário, o objetivo geral da pesquisa é averiguar através de uma abordagem histórica, legal e orçamentária as vertentes água potável e esgoto doméstico relacionadas ao saneamento básico nos municípios de Ilhéus e Itabuna na Bahia, no período 2017-2020. Especificamente: verificar a relação entre os atores sociais (Estado, Iniciativa privada e sociedade civil) e desenvolvimento de políticas públicas locais de saneamento básico; investigar os valores, despesas e leis orçamentarias referente ao saneamento básico (água potável e coleta, tratamento e disposição final de esgoto doméstico) nos municípios de Ilhéus e Itabuna no período de 2007-2020. Para tanto, a pesquisa é bibliográfica, exploratória e documental, com coleta de dados secundários. Os resultados demostraram que a descentralização nacional contribuiu para o desenvolvimento do saneamento básico dando ao Município maior protagonismo na tomada de decisões. Entretanto, apesar da maior parte da população usufruir desses serviços públicos, esses precisam ser mais qualificados. Enfim, a interação entre o União, Estado e os Municípios se dá por meio dos repasses de verbas para saneamento básico e, embora a sociedade civil se organize em diversos setores ainda está muito tímida em relação ao saneamento básico.Palavras-chave: Saneamento Básico; Ilhéus; Itabuna; Orçamento Público; Participação Social. AbstractThe term local development has an abstract and polysemic dimension, characteristic that results in plurality of scientifical definitions about it. However, some indicators can help on the characterization of any location as developed, or not. Then, the sanitation is an important indicator because water supply service and sewage treatment can qualify the municipal infrastructure. In this scenario, the general objective of this paper is to investigate throughout an historical, legal, and budgetary the stands potable water and domestic sewage related to the basic sanitation in the counties of Ilhéus and Itabuna, in the period 2017-2020. Specifically: verify the relation among social actors (State, private initiative a civil society) and public policies development of basic sanitation; investigate the values, expenses, budget laws about the basic sanitation (potable water and collect, treatment and destination of domestic sewage) in the Counties of Ilhéus and Itabuna, in the period 2017-2020. Therefore, the research is bibliographical, exploratory, documental, with secondary data collection. The results demonstrate that the national decentralization has contributed to the basic sanitation by giving the County a major role as a protagonist in the decisions taking. However, despite a major part of population use of theses public services, they need to be more qualified. Then, the interaction among the Union, States and the Counties is made through transfers of funds to basic sanitation and, although the civil society organize itself in several sectors, it is still timid in relation to the basic sanitation.Keywords: Sanitation; Ilhéus; Itabuna; Public Budget; Social Participation.
