Abstract In April 2002, in a speech at Oxford University, Romano Prodi, the then President of the European Commission, remarked, ‘Britain’s attitude to Europe contrasts with that of many of its EU partners. It is a source of fascination, perplexity, and sometimes frustration for your friends elsewhere in Europe’ (Prodi 2002).
