Abstract

Abstract Despite significant economic reform over the past four decades, Brazil has yet to find an effective formula enabling it to build on its strengths and move forward on a path of accelerated, inclusive, and sustainable growth. With the inauguration of a new administration at the start of 2023, an opportunity has opened up for a constructive discussion around the elements needed to generate such a formula. The purpose of this chapter is to shed light on this issue, focusing on the structural constraints that have been holding Brazil back and the potential means for overcoming them. Effective ways forward are unlikely to centre on forced attempts to reverse the so-called re-primarization of the Brazilian economy. Instead, opportunities exist to build on existing strengths in the natural-resource-intensive sectors. At the same time, economy-wide growth and productivity challenges need to be addressed.
