Abstract

AbstractThis chapter begins with an account of integration and the duties it imposes, both on states and immigrants, in part with the purpose of distinguishing a separate category of duties—duties of resettlement—that are owed to resettling refugees. All migrants who settle in a new state must integrate, but refugees’ path to the host state is in significant ways distinct from the path taken by voluntary migrants. Indeed, refugees face different sets of challenges and, correspondingly, states have distinct duties towards them. The chapter considers how integration programs should confront the persistence of ongoing injustice in host societies, especially injustice that shares a resemblance with the form of persecution resettled refugees may have escaped. It looks at the duties owed to specifically LGBTQ+ refugees who escape persecution on the basis of their sexual/gender identity and who resettle into spaces that nevertheless suffer from homophobia.
