Multi-stakeholder dialogue

Abstract

Abstract This chapter discusses the Digital Economy Kit’s multi-stakeholder dialogue phase. It sets out why this was deemed to be so important: along with the government champion and steering committee, participants would form a loose coalition for sustained change, vital once the Oxford team had left. The chapter compares the theoretical design (the multi-stakeholder groups would hold the difficult conversations, rehearsing and resolving the tensions or trade-offs) with the expediencies of a relatively short process in practice. The chapter then discusses how this played out, with successes, shortcomings, and lessons learned for future efforts in digital transformation in other countries and for government reform initiatives more broadly.
