Abstract
The disability-adjusted life year (DALY) has emerged in the international health policy lexicon as a new measure of the ‘burden of disease ‘. The conceptual framework for DALYs is described and justified in the paper ‘Quantifying the burden of disease: the technical basis for disability-adjusted life years ‘ (Murray 1994). Developed as an input into the World Bank ‘s World Development Report: Investing in Health (1993), DALYs are being used as a tool for policy-making in a wide range of countries (Bobadilla and Cowley 1995). According to some, the DALY concept has ‘the potential to revolutionize the way in which we measure the impact of disease, how we choose interventions, and how we track the success or failure of our intervention ‘ (Foege 1994: 1705).
