Abstract

Abstract The rivalry research programme is extremely helpful for explaining why states decide to embark on sustained naval modernization. This chapter discusses the key argument that strategic rivalry is the best approach to explain why China and India have decided to build more powerful navies. While strategic rivalry is the best explanation, other approaches do have merit, but are frequently embedded in strategic rivalries. In addition, this chapter also analyses the concept of naval modernization and argues that it requires a sustained effort by leaders to develop a powerful fleet. This frequently takes place over several decades. The chapter also examines the importance of submarines in naval modernization programmes and argues that the current situation between China, India, and the U.S. does not constitute a strategic triangle.
