Abstract
The article examines the case of preparation for public expertise on a project for the construction of a waste incineration complex. Public expertise is a legal requirement and often leads to the cancellation of a project for which preparation resources have already been spent. The authors conducted a field study, which assists to develop a methodology for forming a favourable public opinion regarding the designed complex, as well as compose recommendations for the implementation of the program. An important element of the study is to identify the main concerns of the population regarding the project, as well as to identify the target audience, its channels for consuming information and the features of the implementation of information through these channels. The study will significantly reduce the risks of a ban on the project, as well as the resistance of the local population.
