Abstract
This paper discusses the controllability and output controllability properties of a linear control system subject to transmission errors from a tandem of remote controller and measurement sensor to the actuator subject to Bernouilli statistics. The controlled system incorporates a hierarchical control structure where the lower control level is a learning numerical control while the high control lever is a classical discrete feedback control acting at sampling instants. The controlled system is able to compensate certain missed data through the use of finite size fixed memory storage arrays which store the last valid data which has been transmitted so as to replace the current missed one in the control structures.
