Health Organizations Challenges in Health Data Governance Implementation: A Systematic Review (Preprint)

Abstract

BACKGROUND

The Coronavirus disease-19 (COVID-19) pandemic has increased the need for reliable health data for monitoring and decision-making. Health data governance is needed to utilize the full potential of health data in processing data collection, sharing, and reuse. Although World Health Organization (WHO) proposes practical guidelines for managing health data to be adopted by countries in dealing with a pandemic, the Organization for Economic Cooperation and Development (OECD) found that many countries still lack the use of health data for decision-making.

OBJECTIVE

According to research articles, we identify health organizations' challenges in implementing health data governance from various counties. The challenges will be assessed based on the data governance component to determine the key challenges of adopting it. The components are built from a practitioner and scientist's perspective, such as stakeholder, policy, data management, data governance organization, data governance maturity assessment, and data governance goals.

METHODS

We are using Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) as guidelines for collecting and reporting. We collected data from several databases online with large repositories of academic studies, including IEEE Xplore, ScienceDirect, National Library of Medicine, ProQuest, Taylor & Francis Group, Scopus, and Wiley Online libraries 41 papers were eligible to be reviewed.

RESULTS

This study found that policy has become the biggest challenge for health data governance. Data management is the second challenge, like data quality, ownership, and access. The next are stakeholders and data governance organizations. We did not find maturity assessment and data governance goals challenging because research on health data governance is still emerging and focuses on how to implement it.

CONCLUSIONS

Policies and policymaker awareness in health data governance are driving to implement it. Creating data quality management and data access committees as part of data governance organization become a solution for data management and data governance organization issues. The knowledge is useful for regulators and leaders in a healthcare organization to implement health data governance optimally.
