MODELING OF MANAGEMENT IN SOCIO-ECONOMIC SYSTEMS BASED ON THE PRINCIPLES OF NETWORK CONNECTIVITY OF THE INFORMATON SPACE

Abstract

The modern approaches to modeling management in socio-economic systems and approaches to implement them in management support systems are considered. A model of management in the socio-economic system, considered as a fragment of the information network in which this system is immersed, is proposed. The interaction of the system with the network is formed by information flows that determine the state and functioning of the system in the network. The concept of the contour of the information network is introduced as a closed chain of information flows that ensures the functioning of each system of this contour. Management in the socio-economic system is formulated as the task of determining and maintaining by the system its place in these contours, i.e. its importance in meeting the corresponding needs of society, anticipating the emergence of new needs and inclusion in new contours to meet these needs. As characteristics of the contours that determine the current state of the system, the contour length, the contour connectivity strength, the contour potential and the number of contours, in which the system is included, are proposed. The set of values of the characteristics of the contours as a measure of the inclusion of the system in the network determines the stability of the existence of the system in its environment. Proposed principles for modeling management in the socio-economic system make it possible to take into account the interests of other socio-economic systems that compose the environment of this system, and to formulate the management goals not in terms of achieving the goals of the system itself, but in terms of its inclusion in the network, which guarantees sustainable functioning of the system.
