Abstract
Aim. To develop an adaptive mechanism for assessing the co-development of oil and gas industry enterprises and the region.Objectives. To study the process of evolution of adaptive management and develop methodological approaches to assessing the level of co-development for the oil and gas industry; to form evaluation indicators and determine the weight coefficients of indicators’ significance by means of experts; to analyze the current level of co-development of oil and gas industry enterprises and selected regions, and to substantiate the directions of improvement.Methods. The authors used the methods of expert evaluations, ranking, multi-criteria evaluation, modeling, index method.Results. In recent decades, the world is increasingly building megaprojects that are crucial for economic growth and social prosperity of both the region and enterprises. The totality of relations formed between oil and gas enterprises and other economic entities of the region to achieve common goals and coordinate the process of activity, requires an assessment of the degree of fulfillment of their roles, taking into account internal and external factors. This, according to the authors, will increase the adaptability of management of the above enterprises.Conclusions. The proposed mechanism of adaptive management, which includes external and internal factors, regional resources and development tools, allowed us to assess the interaction between the oil and gas industry and local authorities by calculating the co-development index and sub-indices of inclusion of oil and gas enterprises in the development of the region. As a result of detailed analysis of the calculated indices, the directions of increasing the level of co-development were revealed: for the region — attraction of foreign employees, for enterprises - increase of state programs to support the development of the oil and gas industry. Theoretical significance of the conducted research lies in the development of a methodological approach to the assessment of adaptive management, practical — in the development of effective management decisions both for oil and gas enterprises and for socio-economic development of regions.
