Evaluation of Seaway Passenger Transportation in Kocaeli Bay, By Using The Methods of Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP)

Abstract

Municipalities are in charge of executing and managing public transport activities. This study, it is aimed to identify the factors affecting seaway passenger transportation carried out by using high-speed sea buses, passenger motorboats, and city lines with scheduled voyages from 11 different points in Kocaeli Bay. To provide sea transportation service in Kocaeli Bay at a sustainable cost, which is a duty, assigned to the Kocaeli Metropolitan Municipality by law. by framing the current sea transportation system as a whole in the light of these factors is another main target. Since events and time change so quickly in today's world, the criteria that affect the problem may change over the period of time the events continue. Many ınıtıal and secondary criteria affect public transportation systems. Therefore, it is considered that it would be appropriate to use multi-criteria decision-making methods while dealing with Public Transport systems. In addition to the Analytic Hierarchy Process method, it was evaluated that it would be appropriate to use the Analytic Network Process (ANP) method, which is a structure that examines the interaction between criteria and, allows systematically revealing all kinds of dependencies and feedback between factors and sub-factors affecting the decision-making process. In the study, the results obtained by using AHP and ANP methods were compared and evaluated, and it was aimed to determine the most suitable alternative in order to make the seaway passenger transportation business in Kocaeli Bay very economical, sustainable, and continuous.
